SECTION 79.
Subsection (b) of section 3 of chapter 121F of the General Laws, as appearing in section 6 of chapter 119 of the acts of 2008, is hereby amended by striking out clause (7) and inserting in place thereof the following clause:-
(7) notwithstanding the restrictions described in this chapter, for the purposes of the soft second mortgage program described in item 3322-8880 of section 2 of chapter 110 of the acts of 1993
