For the operation of the office of the secretary of energy and environmental affairs, including the water resources commission, the hazardous waste facility site safety council, the coastal zone management program, environmental impact reviews conducted pursuant to chapter 30 of the General Laws, and the mosquito-borne disease vector control chapter program; provided, that the secretary shall investigate and submit a report within 120 days to the house and senate committees on ways and means, the house and senate committees on global warming and climate change and the joint committee on environment, natural resources and agriculture on the transfer of forest product marketing and promotion, as well as regulatory oversight on non-state and federally owned forest lands from the department of conservation and recreation to the department of agricultural resources through such interdepartmental agreements; and provided further, that the report shall include, but not be limited to, the following: (a) an identification of the employees that would be affected by consolidation and the item of appropriation that they are paid from; (b) the savings or efficiencies to be realized; (c) the improvements to the services expected; and (d) the source and amount of funding necessary to accomplish and maintain the transfer |
