For the operation of the Massachusetts commission against discrimination; provided, that the commission shall pursue the highest allowable rate of federal reimbursement; and provided further, that all non-clerical positions shall be exempt from chapter 31 of the General Laws

For the Massachusetts commission against discrimination, which may expend not more than $3,300,000 from revenues from fees and federal reimbursements received in fiscal year 2019 and prior fiscal years for the purposes of United States Department of Housing and Urban Development fair housing programs and United States Equal Employment Opportunity Commission fair employment programs; provided, that notwithstanding any general or special law to the contrary, the commission may also expend revenues generated through the collection of fees and costs so authorized; and provided further, that for the purpose of accommodating discrepancies between the receipt of retained revenues and related expenditures, the commission may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate, as reported in the state accounting system

For the Massachusetts commission against discrimination, which may expend not more than $410,000 from revenues collected from fees charged for training and monitoring programs; provided, that the commission shall work with the office of access and opportunity and the office of diversity and equal opportunity to design and deliver training to executive branch staff; and provided further, that notwithstanding any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the commission may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate, as reported in the state accounting system
