4000-0641 | MassHealth Nursing Home Supplemental Rates For nursing facility Medicaid rates; provided, that in fiscal year 2019 the executive office of health and human services, in consultation with the center for health information and analysis, shall establish rates that cumulatively total $327,100,000 more than the annual payment rates established under the rates in effect as of June 30, 2002; provided further, that not less than $38,300,000 shall be expended to fund a rate add-on for wages, shift differentials, bonuses, benefits and related employee costs paid to direct care staff of nursing homes; provided further, that MassHealth regulations for this rate add-on shall prioritize spending on hourly wage increases, shift differentials or bonuses paid to certified nurses' aides and housekeeping, laundry, dietary and activities staff; provided further, that MassHealth shall adopt all regulations and procedures to carry out this item; provided further, that MassHealth shall provide to the house and senate committee on ways and means an interim report not later than June 15, 2019 and a final report not later than December 31, 2019 on the impact of wages for direct care workers at the nursing home receiving said funds; provided further, that an amount for expenses related to the collection and administration of section 63 of chapter 118E of the General Laws shall be transferred to the executive office; and provided further, that the payments made under this item shall be allocated in an amount sufficient to implement section 622 of chapter 151 of the acts of 1996 |
