    2200-0100 Environmental Protection Administration
    For the operation of the department of environmental protection, including the environmental strike force, the bureau of planning and evaluation, the bureau of resource protection, the bureau of waste prevention, the Senator William X. Wall Experiment Station and a contract with the University of Massachusetts for environmental research; provided, that section 3B of chapter 7 of the General Laws shall not apply to fees established under section 18 of chapter 21A of the General Laws; provided further, that additional funds shall be expended for the hiring of water quality monitoring and assessment staff, compliance and enforcement officers, permit writers and such other staff as are required for the department to adequately protect the natural resources of the commonwealth; provided further, that not less than $50,000 shall be expended for the Buzzards Bay Coalition for a coastal water quality and natural resource monitoring program in Buzzards Bay and Vineyard Sound; provided further, that not less than $25,000 shall be expended for water quality improvements in Falmouth; provided further; that not less than $30,000 shall be expended for a sewer feasibility study in the town of Freetown; and provided further, that not less than $25,000 shall be expended to enter into an agreement with OARS, Inc. to operate a water quality monitoring program in the Sudbury, Assabet and Concord rivers
