| 1100-1100 | Office of the Secretary of Administration and Finance For the office of the secretary; provided, that the secretary shall provide biannual reports, the first of which shall be submitted not later than August 1, 2018 and the second of which shall be submitted not later than February 1, 2019 to the house and senate committees on ways and means; provided further, that said reports shall summarize existing and proposed collective bargaining agreements in an electronic format which shall include the following information for each agreement: (a) the session law for the previously agreed upon collective bargaining agreement; (b) the current agreement status; (c) the collective bargaining unit and unit number; (d) the full-time equivalent employees subject to the agreement by item; (e) a description of the membership of the unit; (f) the total salary base of the most recent previous agreement; (g) the start date and expiration date of the most recent agreement; (h) the estimated total fiscal impact of the agreement compared to the previous agreement; (i) the base salary increases required by the agreement by effective time; and (j) the funding status of the agreement; provided further, that the report shall detail by bargaining unit the costs to the commonwealth resulting from the collective bargaining agreements with various public employees' unions, delineated by line item; provided further, that the report shall include the effective date of any new negotiations or renegotiations, the end date of the contract, the number of employees in the bargaining unit by department and the costs associated with any new negotiations or renegotiations, including salary adjustments, step increases, statutory benefits and other non-salary costs for the current and subsequent fiscal years for the life of the contract; and provided further, that the executive office shall provide quarterly reports to the house and senate committees on ways and means detailing federal grant applications submitted and federal grants received by executive branch agencies during the applicable reporting period |
