Veto Explanation:   I am reducing this item to the amount projected to be necessary and am proposing to carry over unexpended Workforce Training funds from Fiscal Year 2010 that have not yet been committed. This will result in $21 million of available uncommitted funds for Workforce Training Grants in Fiscal Year 2011.
