For the operation of the department of environmental protection, including the environmental strike force, the office of environmental results and strategic planning, the bureau of resource protection, the Senator William X. Wall experimental station, and a contract with the University of Massachusetts for environmental research; provided, that section 3B of chapter 7 of the General Laws shall not apply to fees established pursuant to section 18 of chapter 21A of the General Laws; provided further, that $200,000 shall be expended for the administration and enforcement of the mercury management act; provided further, that not less than $35,000 shall be provided to the town of Millville for water contamination remediation services; provided further, that not less than $50,000 shall be expended for department of environmental protection pump testing at the Cole property site for a municipal water supply for the town of Carver; provided further, that not less than $50,000 shall be expended for the Buzzards Bay National Estuary Program; provided further, that $168,000 shall be expended for sediment control in Lake Webster; provided further, that not less than $60,000 shall be expended for wetlands protection near the department of public works in the town of Millis; provided further, that not less than $145,000 shall be provided to the City of Revere under the provisions of chapter 351 of the Acts of 1996; provided further, that not less than $50,000 shall be expended to install and maintain a twenty-four hour canister ambient air quality monitoring system around the Allegheny Rodney Strip Division and Brittany Dyeing and Printing Corporation facilities in the City of New Bedford; provided further, that not less than $90,000 shall be provided for Brownfield redevelopment in the City of Lynn; and provided further, that not less than $100,000 shall be expended for site contamination services associated with the Caryville Mill Senior Housing Program

2200-0102 Wetlands Permitting Fee Retained Revenue
The department of environmental protection may expend an amount not to exceed $1,200,000 from revenues collected from fees collected from wetland permits; provided, that notwithstanding any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of revenues and related expenditures, the department may incur expenses and the comptroller may certify for payment the amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system; provided further, that the department shall submit a report by January 11, 2008 on implementation of the wetlands fee, the amount of the fee increase and the revenue that has been collected; and provided further, that the wetlands fees that will be directed into the General Fund shall not be lower than the amount deposited at the end of fiscal year 2004
