7061-9400 | Student and School Assessment For student and school assessment, including the administration of the Massachusetts Comprehensive Assessment System exam established by the board of elementary and secondary education under sections 1D and 1I of chapter 69 of the General Laws and for grants to school districts to develop portfolio assessments for use in individual classrooms as an enhancement to student assessment; provided, that as much as is practicable, especially in the case of students whose performance is difficult to assess using conventional methods, the instruments shall include consideration of work samples and projects and shall facilitate authentic and direct gauges of student performance; provided further, that the portfolio assessments shall not replace the statewide standardized assessment based on the curriculum frameworks; provided further, that all school assessments shall center on the academic standards embodied in the curriculum frameworks and shall involve gauges which shall be relevant and meaningful to students, parents, teachers, administrators and taxpayers under the first paragraph of section 1I of said chapter 69; provided further, that $5,000,000 shall be used for the one-time, non-recurring costs associated with the development and field testing of the PARCC exam, so-called; provided further, that the PARCC exam shall not be adopted as the Commonwealth's graduation standard or for any high stakes assessment, until the field testing has shown that it is equal or greater in rigor than the MCAS exam, so-called; and provided further, that notwithstanding any general or special law to the contrary, assessment of proficiency in English shall be administered in English |
