Mission:
The Division of Administrative Law Appeals (DALA) is an independent hearing agency established in 1974 to serve as an independent forum for due process hearings in support of final actions of designated Commonwealth agencies and for appeals of decisions of others. DALA's function in the first role is to assist the parties to create a complete record on which the agency will base its final agency action and issue a recommended decision to the agency. In the second role, the Division creates the administrative record and issues a final decision, both of which are subject to court review.Governing Laws:
