The department of labor relations may expend for the operation of the department an amount not to exceed $100,000 from fees collected under section 3B of chapter 7 or section 6 of chapter 150; provided, that the first $100,000 of the fees collected by the department shall be deposited into the General Fund and any fees collected in excess of $200,000 shall be deposited into the General Fund; and provided further, that notwithstanding any general or special law to the contrary, for the purpose of accommodating discrepancies between the receipt of retained revenues and related expenditures, the department may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate, as reported in the state accounting system
