| 3000-5075 | Universal Pre-School For the Massachusetts universal pre-kindergarten system including grants to head start programs; provided, that funds from this item shall be expended on grants to improve the quality of and expand access to preschool programs and services to children from the age of 2 years and 9 months until they are kindergarten eligible; provided further, that preference shall be given to establishing classrooms in underperforming schools and districts; provided further, that any newly-funded programs designated as Massachusetts universal pre-kindergarten program participants must have been accredited by the National Association for the Education of Young Children, the New England Association of Schools and Colleges, National Association of Family Child Care or a Child Development Associate credential or higher; provided further, that remaining funds available after grants are made to eligible programs may be expended on programs working towards the designation of being a Massachusetts universal pre-kindergarten program participant; provided further, that funds expended on head start shall be aligned with the universal pre-kindergarten quality standards; and provided further, that any payment made under any such grant with a school district shall be deposited with the treasurer of such city, town or regional school district and held as a separate account and shall be expended by the school committee of such city, town or regional school district without municipal appropriation, notwithstanding any general or special law to the contrary |
