    For the operation of the department of criminal justice information services, including criminal justice information services, criminal offender record information services, firearms support services and victim services; provided, that funds may be expended to enable local housing authorities to have access to criminal offender record information when qualifying applicants for state-assisted housing

    For the operation of the public safety information system and the criminal records review board within the department of criminal justice information services, which may expend for the operation of the office not more than $3,500,000 from fees for services provided by the office; provided, that funding from this item may be retained and expended from fees charged and collected under section 172A of chapter 6 of the General Laws; provided further, that funds may be expended to assist ex-offenders in obtaining and maintaining employment and to provide education and assistance regarding criminal records under said section 172A of said chapter 6; provided further, that the commissioner of criminal justice information services may make funds from this item available for a competitive grant process to provide such training and education; provided further, that for accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the department may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system; and provided further, that any unexpended funds in this item shall not revert but shall be made available for this item until June 30, 2020
