For the operation of the department of agricultural resources, including the division of administration, the integrated pest management program, the board of agriculture, the division of agricultural markets, the division of animal health, the division of agricultural conservation and technical assistance, the division of crop and pest services, including a program of laboratory services at the University of Massachusetts at Amherst, the expenses of the pesticide board and agency costs associated with the administration of other boards, commissions and committees chaired by the department; provided, that any buy local efforts included in this item shall include locally-harvested seafood which shall include, but not limited to, fish and shellfish; provided further, that not less than $300,000 shall be expended to enhance the buy local effort in western, central, northeastern and southern Massachusetts; provided further, that not less than $120,000 shall be expended to support the Massachusetts Farm to School Project, LLC; provided further, that not less than $90,000 shall be expended for the apiary inspection program; provided further, that not less than $50,000 shall be expended for the establishment and administration of a City Fruit Initiative within the New Bedford region to help tree owners grow healthy fruit, provide assistance in harvesting and preserving fruit, promote the sharing of extra fruit and work to protect urban fruit trees; provided further, that not less than $200,000 shall be expended for the cost of all products, equipment, and labor associated with the eradication of the arbovirus, as well as the cost of any other type of pesticide or agent, in order to prevent the spread of eastern equine encephalitis and west nile virus in Bristol and Plymouth counties; provided further, that not less than $100,000 shall be expended for the cost of all products, equipment, and labor associated with the eradication of the arbovirus, as well as the cost of any other type of pesticide or agent, in order to prevent the spread of eastern equine encephalitis and west nile virus in Bristol and Plymouth counties; and provided further, that funds may be expended for the statewide 4-H program

For the purchase of supplemental foods for the emergency food assistance program within the Feeding America nationally-certified food bank system; provided, that the funds appropriated in this item shall reflect the Feeding America allocation formula in order to benefit the Commonwealth's 4 regional food banks; provided further, that the department may assess an administrative charge not to exceed 2 per cent of the total appropriation in this item; provided further, that $1,000,000 shall be expended for operating funds to distribute food for the Massachusetts emergency food assistance program; provided further, that not less than $30,000 shall be expended to the Spanish American Center, Inc. in the city of Leominster to purchase a delivery truck to transport hot and cold meals; provided further, that not less than $110,000 shall be expended for the operation of the Food for Free committee, Incorporated in the Cambridge Weekend Backpack Program; and provided further, that not less than $25,000 shall be expended for Food for the World Inc
