For reimbursements to cities, towns and regional school districts for the cost of transportation of nonresident pupils as required by the federal McKinney-Vento Homeless Assistance Act, Public Law 100-77, as amended; provided, that the department shall file with the house and senate committees on ways and means not later than April 1, 2014, a preliminary estimate of the costs eligible for reimbursement under this item in fiscal year 2015; provided further, that the report shall also include a preliminary estimate of costs eligible for reimbursement through the Fostering Connections to Success and Increasing Adoptions Act of 2008, Public Law 110-351, in fiscal year 2015; and provided further, that the commonwealth's obligation shall not exceed the amount appropriated in this item
