For a precision manufacturing pilot program that provides training to unemployed and underemployed individuals, including veterans; provided, that the program shall be administered by the executive office of housing and economic development; provided further, that not less than $250,000 shall be used for a pilot program in Franklin county through a partnership between the regional employment board of Franklin and Hampshire counties and area precision manufacturing companies; and provided further, that not less than $90,000 shall be provided to a related pilot program in Lynn
