SECTION 75.
Section 19C of chapter 78 of the General Laws is hereby amended by striking out, in lines 34 and 35, as appearing in the 2008 Official Edition, the words "last recourse for reference and research services for the commonwealth" and inserting in place thereof the following words:- the commonwealth for reference and research services.
