SECTION 167.
Notwithstanding any general or special law to the contrary, there shall be a special commission to investigate and study the expenditure of funds received through the American Reinvestment and Recovery Act. The commission shall specifically investigate the possibility that the funds have been spent on or through non-domestic entities including, but not limited to, the purchase of raw materials, contracting of labor or the transaction of business with companies located, based or incorporated in a foreign country. The commission shall consist of the chairs of the joint committee on federal stimulus oversight, who shall chair the commission; the house and senate chairs of ways and means or their designees; the secretary of administration and finance or a designee; the attorney general or a designee; the treasurer of the commonwealth or a designee; the auditor of the commonwealth or a designee; the comptroller of the commonwealth or a designee; the minority leader of the senate and the minority leader of the house of representatives or their designees; and 1 person to be appointed by the governor. The commission shall report its findings and its recommendations, if any, to the clerks of the senate and house of representatives not later than January 30, 2011.
