For the operation of the Massachusetts office of information technology; provided, that the office shall continue a chargeback system for its bureau of computer services, including the operation of the commonwealth's human resources and compensation management system, which complies with the requirements of section 2B; provided further, that the office shall develop a formula to determine the cost that will be charged to each agency for its use of the human resources and compensation management system; provided further, that the office shall continue conducting audits and surveys to identify and realize savings in the acquisition and maintenance of communications lines; provided further, that the chief information officer shall file a status report with the house and senate committees on ways and means not later than May 30, 2018, with actual and projected savings and expenditures for the audits in the fiscal year ending June 30, 2018; provided further, that the state comptroller shall establish accounts and procedures as the comptroller deems appropriate and necessary to assist in accomplishing the purposes of this item; provided further, that the chief information officer may establish rules and procedures necessary to implement this item; and provided further, that the office shall file a report with the secretary of administration and finance and the house and senate committees on ways and means not later than December 15, 2017 that shall include, but not be limited to, the following: (i) financial statements detailing savings realized from the consolidation of information technology services within each executive office; (ii) the number of personnel assigned to the information technology services within each executive office; and (iii) efficiencies that have been achieved from the sharing of resources

For the Massachusetts office of information technology, which may expend not more than $10,910,789 from revenues collected from the provision of computer resources and services to the general public for the costs of the bureau of computer services, including the purchase, lease or rental of telecommunications lines, services and equipment; provided, that for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the office may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system; and provided further, that any unspent balance at the close of fiscal year 2018 shall remain in the account and may be expended for this item in fiscal year 2019
