For the operation and administration of the supplier diversity office; provided, that the office shall provide training and other services to minority-owned and women-owned businesses certified by the office which allows those businesses to better compete for state contracts and ensures that equitable practices and policies in the public marketplace are maintained; provided further, that the office shall administer an electronic business certification application which shall be accessible to business applicants through the internet; provided further, that the office shall ensure the integrity and security of personal and financial information transmitted by electronic application; and provided further, that the office shall, using all existing available resources, provide certification services to all supplier diversity office qualified applicants, within or outside of the Commonwealth, as applicable |

For the operational services division; provided, that the division may expend not more than $150,000 from revenues collected in the recovery of cost-reimbursement and non-reimbursable overbilling and recoupment for health and human service agencies and as a result of administrative reviews, as determined during the division's audits and reviews of providers under section 22N of chapter 7 of the General Laws; provided further, that the division may only retain revenues collected in excess of $100,000; and provided further, that for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the division may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system |
