For the operation of the office of the secretary of energy and environmental affairs, including the water resources commission, the hazardous waste facility site safety council, the coastal zone management program and environmental impact reviews conducted under chapter 30 of the General Laws; provided, that the secretary may take all actions necessary or appropriate to consolidate human resource functions of the department of public utilities, the department of environmental protection, the department of agricultural resources, the department of conservation and recreation, the department of fish and game, and the department of energy resources that are located within the executive office; provided further, that not less than $100,000 shall be allocated for the Swansea beach revitalization project in the town of Swansea for beach renourishment and the creation of a feeder beach; and provided further, that not less than $50,000 shall be expended for energy conservation projects for school and town buildings in Belmont |
