For the operation of the motor vehicle insurance merit rating board, including the rent, related parking and utility expenses of the board; provided, that notwithstanding any general or special law to the contrary, no safe driver insurance plan shall require the payment of an unsafe driver point surcharge for the first offense for non-criminal, motor vehicle traffic violations as described in chapter 90C of the General Laws
