For an operating transfer to the Massachusetts Transportation Trust Fund established in
section 4 of chapter 6C of the General Laws; provided, that notwithstanding any general or special law to the contrary, the registrar of motor vehicles shall provide quarterly reports to the commissioner of correction detailing the number of identity cards processed pursuant to the enhanced state identity card program for citizens released from the department of correction facilities; provided further, that the report shall also provide a summary and detail of the registry of motor vehicles fees associated with the transactions and that, upon receipt and verification by the department of correction of the accuracy of the transactions reported in each quarterly report, the commissioner of correction shall submit a request to the comptroller for an operating transfer of the full amount of said registry of motor vehicles fees to the Commonwealth Transportation Fund established in
section 2ZZZ of chapter 29 of the General Laws; provided further, that the transfer request shall include the department of correction account from which the transfer shall be made the quarterly report from the registrar of motor vehicles as supporting documentation; provided further, that not less than $10,000 shall be expended to the city of Somerville for their crossing guard program and other pedestrian enhancements in the vicinity of the East Somerville section of the city of Somerville; and provided further, that not less than $75,000 shall be expended to the town of Bolton for rural infrastructure improvements
