For the operation of the Hampshire sheriff's office; provided, that not later than December 15, 2026, the office shall provide a comprehensive inventory of all current programs and practices, in a manner to be determined by the executive office of public safety and security, to the executive office for administration and finance, the executive office of public safety and security and the house and senate committees on ways and means; provided further, that the office shall provide relevant data to the executive office of public safety and security to allow for the reporting of recidivism rates for all pre--trial, county sentenced and state sentenced incarcerated persons on a quarterly basis beginning in the quarter ending September 30, 2026 and which shall be due not later than 30 days after the last day of each quarter; provided further, that no funds in this item shall be expended from the AA or DD object classes; provided further, that not later than November 2, 2026, the Hampshire sheriff's office shall submit a report to the executive office for administration and finance and the house and senate committees on ways and means that shall include, but not be limited to: (i) a detailed breakdown of all programs and services provided by the Hampshire sheriff's office in and outside of the sheriff's office facilities; (ii) a breakdown of the cost of providing each program and service; (iii) information on the participants or customers of the program, including whether they are incarcerated persons, a public entity, a private business or a nonprofit; (iv) comprehensive quantitative analysis of the impact that the program has on said participants, including their disciplinary record while in custody, their recidivism rate after release and their employment rate after release when applicable; and (v) the compensation rates for participants; and provided further, that the office shall provide relevant data to the Massachusetts Sheriffs Association, Inc. to allow for the reporting of all requirements under item
