For the Suffolk district attorney's office, including the victim and witness assistance program, the child abuse and sexual assault prosecution program, the domestic violence unit and the children's advocacy center; provided, that 50 per cent of fees payable under rules 15(d) and 30(c)(8) of the Massachusetts Rules of Criminal Procedure for appeals taken by the office shall be paid from this item; provided further, that not less than $500,000 shall be expended for the design and operation of a pre--arraignment diversion program and a diversion session; and provided further, that no assistant district attorney shall be paid an annual salary of less than $76,000
