For the Northwestern district attorney's office, including the victim and witness assistance program, the child abuse and sexual assault prosecution program, the domestic violence unit and the anti--crime task force; provided, that not less than $150,000 shall be expended for the Opioid Task Force of Franklin County and the North Quabbin Region; provided further, that 50 per cent of fees payable under rules 15(d) and 30(c)(8) of the Massachusetts Rules of Criminal Procedure for appeals taken by the office shall be paid from this item; and provided further, that no assistant district attorney shall be paid an annual salary of less than $76,000
