For the department of public health, which may expend not more than $2,411,409 generated by fees collected from services provided at the registry of vital records and statistics, including: (i) amendments of vital records and requests for vital records not issued in person at the registry; (ii) requests for heirloom certificates; and (iii) research requests performed by registry staff at the registry; provided, that collected retained revenues may be used for all program costs, including the compensation of employees; provided further, that the registrar of vital records and statistics shall exempt any person requesting a verification of birth to establish eligibility for Medicaid from the payment of a fee; and provided further, that notwithstanding any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the department may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system
