For the operation of the statewide community mediation center grant program administered by the Office of Public Collaboration at the University of Massachusetts at Boston under section 47 of chapter 75 of the General Laws; provided, that funding from this item shall be made available for pre--court mediation services to promote housing stabilization; and provided further, that not less than $200,000 shall be expended for the Massachusetts prisoner re--entry mediation program, prior appropriation continued
