For the operation of the office of the secretary of economic development, including the operation of the Massachusetts permit regulatory office and the operation of the office of the director of wireless and broadband affairs; provided, that agencies within the executive office may, with the prior approval of the secretary, streamline and improve administrative operations pursuant to interdepartmental service agreements; provided further, that not less than $100,000 shall be expended for the Massachusetts Association of Community Development Corporations, Inc., to offer organizational capacity building, staff training, technical assistance and other supports to certified community development corporations and other community development non--profits; provided further, that not less than $100,000 shall be expended for LEADS, Inc. to support leadership development; provided further, that not less than $250,000 shall be expended for MassChallenge, Inc. to provide support for entrepreneurial programs; provided further, that not less than $15,000 shall be expended for East Somerville Main Streets in the city of Somerville; provided further, that not less than $100,000 shall be expended for the Asian American Women's Political Initiative for programming needs; provided further, that not less than $250,000 shall be expended for the Beacon Communities Charitable Fund, Inc. for the Tierney Learning Center; provided further, that not less than $250,000 shall be expended to the Historic New England to support its Welcome Center, programs and exhibits; provided further, that not less than $100,000 shall be expended to Pal Pueblo, Inc. community organization; provided further, that not less than $150,000 shall be expended for the Pioneer Valley Planning Commission to develop an industrial lands analysis for the region to help guide future land use decisions, infrastructure investments and regional economic development strategies; provided further, that not less than $250,000 shall be expended to the Massachusetts LGBT Chamber of Commerce, Inc.; provided further, that not less than $250,000 shall be expended as a grant to SouthCoast Community Foundation, Inc. to provide supports to local or regional community--based organizations; and provided further, that not less than $30,000 shall be expended to MetroWest Nonprofit Network, Inc. for a nonprofit management certificate program
