8900-0010 Prison Industries and Farm Services Program

For prison industries and farm services; provided, that the commissioner of correction or a designee shall determine the cost of manufacturing motor vehicle registration plates and certify to the comptroller the amounts to be transferred from the Commonwealth Transportation Fund established in section 2ZZZ of chapter 29 of the General Laws to the department of correction revenue source; and provided further, that not later than March 11, 2026, the department shall submit a report to the executive office of public safety and security, the joint committee on the judiciary, the joint committee on public safety and homeland security and the house and senate committees on ways and means that shall include, but not be limited to: (i) a comprehensive quantitative analysis of the impact that the program has on participating incarcerated persons as compared to non--participating incarcerated persons, including their disciplinary record while in custody, their recidivism rate after release and their employment rate after release; (ii) information on the demographics of participants; (iii) information on the customers of the program, including whether they are a public entity, a private business or a nonprofit; and (iv) the compensation rates for participants
