For the homelessness program to assist individuals who are homeless or in danger of becoming homeless, including assistance to organizations that provide shelter, transitional housing and services that help individuals avoid entry into shelters or successfully exit shelters; provided, that no organization providing services to the homeless shall receive less than an average per bed, per night rate of $25; provided further, that no funds shall be expended for costs associated with the homeless management information system; provided further, that the executive office shall submit quarterly reports to the house and senate committees on ways and means on the contracts awarded to service providers; provided further, that the reports shall include, but not be limited to: (i) each contracted service provider; (ii) the amount of the contracts; (iii) a description of the services to be provided; and (iv) the date upon which each contract was executed; provided further, that not less than $92,500,000 appropriated in this item shall be allocated to contracted service providers of homeless individuals in fiscal year 2020; provided further, that not less than $75,000 shall be expended for the United Way of Pioneer Valley, Inc. on behalf of the Western Massachusetts Network to End Homelessness to facilitate regional coordination across Hampden, Hampshire, Franklin and Berkshire counties to prevent and end homelessness with a housing first approach that centers racial equity; and provided further, that programs currently providing shelter may renegotiate how to use said program''s shelter fund, with the agreement of the executive office and the host municipality, to provide alternative services proven to be effective, including housing first models, transitional housing and diversion away from shelters
