For the costs of pharmaceutical drugs and services provided by the state office for pharmacy services; provided, that the state office shall notify all agencies listed below of their obligations under this item by December 30, 2025; provided further, that the state office shall continue to be the sole provider of pharmacy services for the following agencies currently under the state office: (i) the department of public health; (ii) the department of mental health; (iii) the department of developmental services; (iv) the department of correction; (v) the sheriffs' offices of Barnstable, Berkshire, Bristol, Essex, Franklin, Hampden, Hampshire, Middlesex, Norfolk and Plymouth; and (vi) the Soldiers' Homes in the cities of Holyoke and Chelsea; provided further, that the state office shall be the sole provider of pharmacy services for all said agencies and all costs for pharmacy services shall be charged by this item; provided further, that the state office shall become the sole provider of pharmacy services to the sheriffs' offices of Worcester and Suffolk; provided further, that these agencies shall not charge or contract with any other alternative vendor for pharmacy services other than the state office; provided further, that the state office shall validate previously--submitted pharmacy expenditures including HIV Drug Assistance Program drug reimbursements during fiscal year 2026; provided further, that the state office shall continue to work to reduce medication costs, provide standardized policies and procedures in a clinically responsible manner, provide comprehensive data analysis and improve the quality of clinical services; and provided further, that not later than April 16, 2026, the state office shall submit a report to the house and senate committees on ways and means detailing recommendations for the inclusion of other entities that may realize cost savings by joining the state office
