For the operation of the office of the secretary of education; provided, that not later than December 16, 2025, the executive office of education, in consultation with the department of elementary and secondary education and the department of higher education, shall submit a report to the house and senate committees on ways and means and the joint committee on education on the implementation and expansion of the high quality college and career pathways initiative, including but not limited to, early college, innovation pathways and dual enrollment programs; provided further, that said report shall include, but not be limited to: (i) the public schools and districts participating in early college, innovation pathways, dual enrollment or career and vocational technical education programs; (ii) the institutions of higher education partnering with public schools and districts to offer early college, innovation pathways, dual enrollment or career and vocational technical education programs; (iii) the employers and employer partners participating in the innovation pathways program; (iv) the number of students participating in high quality college and career pathways; and (v) recommendations to enhance student participation in high quality college and career pathways
