For the operation of the Massachusetts office of business development, and for marketing and promoting the commonwealth to attract and retain targeted businesses and industries; provided, that not less than $100,000 shall be expended for South Eastern Economic Development Corporation to support its lending and technical assistance programs for small businesses; provided further, that not less than $50,000 shall be expended for training or programming at the Center for Women & Enterprise; and provided further, that not less than $200,000 shall be expended for the Massachusetts Center for Employee Ownership for the purpose of contracting for services and other operational costs that further the mission of the center
