For a transfer to the growth capital division at the Massachusetts Development Finance Agency established in
section 2 of chapter 23G of the General Laws for the small business technical assistance grant program; provided, that grants shall be disbursed to community development corporations certified under
chapter 40H of the General Laws, nonprofit community development financial institutions certified by the United States Department of the Treasury or nonprofit community--based organizations to provide technical assistance or training programs to businesses with not more than 20 employees; provided further, that priority shall be given to those organizations that focus on reaching underserved markets and to worker cooperatives and businesses governed by employee stock ownership plans; provided further, that not later than January 30, 2026, the growth capital division at the Massachusetts Development Finance Agency shall submit a report to the house and senate committees on ways and means and the joint committee on community development and small businesses detailing the: (i) community development corporations that received grants in fiscal year 2025; (ii) community development corporations that received or are expected to receive grants in fiscal year 2026; and (iii) criteria considered in the distribution of these grants; and provided further, that not less than $50,000 shall be expended to Southwest Boston Community Development Corporation to assist with planning, programming and operations
