For the expenses of hiring, equipping and training state police recruits to maintain appropriate staffing levels for the state police; provided, that funds shall be expended to promote diversity and inclusion in the hiring of police recruits; and provided further, that funds shall be expended to implement comprehensive racial bias training within the department of state police to address racial inequities in policing practices
