For Supporting Urgent Community College Equity through Student Services (SUCCESS) grants to community colleges to provide wraparound supports and services to improve outcomes for their most vulnerable populations, which may include, but shall not be limited to, low-income, first-generation, minority and disabled students and lesbian, gay, bisexual, transgender, queer and questioning students; provided, that funds shall be disbursed based on a formula and criteria developed in consultation with the Massachusetts Association of Community Colleges; provided further, that eligible wraparound support activities shall include, but not be limited to, peer mentors, academic skills workshops, field trips to 4-year schools and targeted academic, career, transfer and scholarship advising; provided further, that funds may be expended for programs or activities during the summer months; provided further, that all funds distributed may be spent solely on personnel costs at the discretion of the college; provided further, that not less than $75,000 shall be expended for the purpose of Holyoke Community College Thrive program for wraparound services to vulnerable students; and provided further, that not later than April 1, 2025, the department shall report to the joint committee on higher education and the house and senate committees on ways and means on the progress made on implementing and funding this program, including any regulations, guidelines or criteria used to distribute the funds, and on the final distribution of funds to campuses, prior appropriation continued
