For the operation of the Massachusetts Sheriffs Association, Inc.; provided, that the sheriffs shall appoint persons to serve as executive director, assistant executive director, research director and other staff positions as necessary for the coordination and standardization of services and programs, the collection and analysis of data related to incarceration, recidivism and generation of reports, technical assistance and training to ensure standardization in organization, operations and procedures; provided further, that said staff shall not be subject to
section 45 of chapter 30 of the General Laws or
chapter 31 of the General Laws and shall serve at the pleasure of a majority of the sheriffs; provided further, that not later than January 31, 2024, the executive director of the association shall submit a report to the house and senate committees on ways and means detailing the amounts of all grants awarded to each sheriff's office in fiscal year 2023; provided further, that the association shall post on its website the average daily inmate population for the month by the fifteenth day of the subsequent month; provided further, that not later than August 15, 2023, the first such post shall be completed; provided further, that each sheriff's office, in conjunction with the association, shall provide specific data to the executive office of public safety and security to allow for the reporting of recidivism rates for all pre-trial, county sentenced and state sentenced incarcerated persons on a quarterly basis beginning in the quarter ending September 30, 2023 and due not later than 30 days after the last day of each quarter; provided further, that not later than January 31, 2024, the association shall submit a report to the house and senate committees on ways and means detailing, for each sheriff's office: (i) all services and goods provided to incarcerated persons in which the sheriff's office receives revenue; (ii) all fees imposed on incarcerated persons, delineated by services or goods provided; (iii) the mechanism used to inform incarcerated persons of such fees and of their opportunities to waive certain fees; and (iv) all commissary and trust funds administered, including the total revenues and expenditures for fiscal year 2023, revenue projections for fiscal years 2024 and 2025 and the current balances of such funds; and provided further, that all expenditures made by the sheriffs' offices shall be subject to
chapter 29 of the General Laws and recorded on the state accounting system
