For an operating transfer to the Massachusetts Bay Transportation Authority under clause (1) of subsection (d) of
section 2ZZZ of chapter 29 of the General Laws; provided, that the Massachusetts Bay Transportation Authority shall submit quarterly reports to the executive office for administration and finance and the house and senate committees on ways and means which shall include an accounting of the funds provided for in this item including: (i) the amount of money received under this transfer; (ii) the amount of money expended under this transfer; and (iii) a description of items and services for which funds have been expended; provided further, that the reports shall include the status of ongoing and planned capital projects under the purview of the authority; provided further, that the authority shall submit these reports on a quarterly basis not later than 30 days following the last day of the quarter; provided further, that the first such report shall be due not later than December 30, 2022; provided further, that the Massachusetts Bay Transportation Authority shall expend funds for the complete construction and upgrades at the South Attleboro commuter rail station to ensure the complete reopening of the station for commuter rail and commuter service; provided further, that not less than $50,000 shall be expended for the installation of fire suppression systems at the Mattapoisett highway equipment facility; and provided further, that funds included in this item over the total amount of funds made available in this item in the prior fiscal year shall not be used for capital spending
