For grants to cities, towns, school districts and nonprofit entities for educational improvement projects; provided, that not less than $25,000 shall be expended for Framingham public schools for playground accessibility improvements; provided further, that not less than $25,000 shall be expended for an English language learners public school program in the town of Rockland; provided further, that not less than $150,000 shall be expended for the Boston Debate League Incorporated for their after-school debate league program; provided further, that not less than $25,000 shall be expended for the Cape Cod Museum of Natural History in the town of Brewster for repairs and improvements to the mobile classroom facility; provided further, that not less than $100,000 shall be expended for Community Investors, Inc. located in the town of Wellesley for the Power Play Initiative in support of the expansion of an inclusive after-school and out-of-school-time recreational program at urban and suburban schools in the commonwealth; provided further, that not less than $75,000 shall be expended for the E-Team Machinist Training Program in the city of Lynn; provided further, that not less than $25,000 shall be expended for Fundacion CEMDPCD to support, educate, and advocate on behalf of low-income parents of students with learning disabilities in the city of Lawrence; provided further, that not less than $50,000 shall be expended for technology improvements at the Whitman-Hanson regional school district; provided further, that not less than $50,000 shall be expended for the South End Community Center's Community Youth Corp Program; provided further, that not less than $10,000 shall be expended for an after-school program at Homework House Inc. of Holyoke; provided further, that not less than $50,000 shall be expended for the Bird Street Community Center; provided further, that not less than $50,000 shall be expended for the All Dorchester Sports League, Inc. for educational support, nutrition, and other community benefits related to the 2019 novel coronavirus pandemic; provided further, that not less than $75,000 shall be expended for Groundwork Lawrence, Inc. to support jobs for Lawrence youth and provide education programming to offset learning loss caused by the 2019 novel coronavirus pandemic; provided further, that not less than $25,000 shall be expended for a children's arts and culture program in the city of Fall River; provided further, that not less than $25,000 shall be expended for the town of Wrentham for Wrentham Elementary School for a new camera and school security system enhancements; provided further, that not less than $10,000 shall be expended for the construction of a community garden in the town of Reading; provided further, that not less than $40,000 shall be expended for the town of North Reading for the purpose of replacing computer and electronic devices in the public schools; provided further, that not less than $30,000 shall be expended for the Girls Design Academy through the city of New Bedford department of community services; provided further, that not less than $80,000 shall be expended for youth programs at Dennison Memorial Community Center in the city of New Bedford; provided further, that $50,000 shall be expended for the furnishing, preparation, packaging, and storage of frozen meals to school children in conjunction with the Weymouth public schools and Weymouth Food Pantry as part of the Student Food Security Program; provided further, that not less than $100,000 shall be expended for the Falmouth Education Foundation, Inc. in order to provide educational and career training opportunities for students in the town of Falmouth; provided further, that not less than $200,000 shall be expended for Project Learn, Inc. to develop a youth innovation hub learning space in downtown Lowell for students to gain skills and credentials that prepare them for the workforce of tomorrow, in partnership with, but not limited to, Greater Lowell Chamber of Commerce, Inc., MassHire Greater Lowell Workforce Board, Lowell Makes, Inc., Boys and Girls Club of Greater Lowell, Inc., Lowell public schools, Lowell housing authority, Merrimack Valley Building Trades, and the Middlesex 3 Coalition, Inc.; provided further, that not less than $50,000 shall be expended for the Cape Verdean Association of Brockton for employment positions for at-risk youth within their YEP! We Can Summer Program; provided further, that not less than $25,000 shall be expended for equipment for the Mary D. Stone School youth playground in the town of Auburn; provided further, that not less than $550,000 shall be expended for paving at Brockton High School in the city of Brockton; provided further, that not less than $10,000 shall be expended for the Brian Rogan memorial courtyard at the Kennedy Elementary School in the city of Brockton; provided further, that not less than $125,000 shall be expended for the renovation of the playground at the Robinson Elementary School in the town of Westford; provided further, that not less than $100,000 shall be expended for paving at Hancock Elementary School in the city of Brockton; provided further, that not less than $15,000 shall be expended for the Worcester YWCA for youth swimming lessons as part of summer programming for children who identify as low income, as well as necessary infrastructure to comply with Christian's Law; provided further, that not less than $60,000 shall be expended for Methuen High School for mental health services; provided further, that not less than $320,000 shall be expended for programs and services offered by Smart from the Start, Inc. to promote the healthy development of young children and their families living in underserved communities of Boston through trauma-informed, multi-generational family support and community engagement; provided further, that not less than $250,000 shall be expended for improvements to the Ellis memorial early education center in the city of Boston; provided further, that not less than $25,000 shall be expended for the Welcome Center of the Framingham Public Schools; provided further, that not less than $300,000 shall be expended for the Massachusetts Partnership for Youth, Inc., to fund increased staff, including 1 additional presenter or coordinator and additional office space for staff members to expand programs for at-risk youth; provided further, that not less than $250,000 shall be expended for Old Colony Regional Vocational Technical High School to mitigate costs associated with member town composition; provided further, that not less than $100,000 shall be expended for English at Large, Inc., in the city of Woburn for the purposes of English language tutoring and small group instruction; provided further, that not less than $350,000 shall be expended to communities in the Metrowest region, including the city of Framingham and the towns of Ashland, Franklin, Holliston, Hopkinton, Medway and Natick to address mental health needs in schools; provided further, that not less than $50,000 shall be expended to public schools in the city of Fitchburg for equipment to support the drinking water operator program; provided further, that not less than $30,000 shall be expended to Gardner high school for student training equipment required for innovation pathway programs; provided further, that not less than $50,000 shall be expended for elevator improvements at the Hubbardston center school in the town of Hubbardston; provided further, that not less than $25,000 shall be expended for the Tobin Community Center in the Roxbury section of the city of Boston for recruiting, training, and workforce development for young adult residents of public and subsidized housing who apply for youth jobs programs; provided further, that not less than $20,000 shall be expended for the purchase of school cameras in the town of Northbridge; provided further, that not less than $50,000 shall be expended for Calmer Choice, Inc. for the development and support of anti-addiction and mental health programs in school districts including, but not limited to, Monomoy regional school district, Mashpee school district, Barnstable school district, Nauset regional school district and Dennis-Yarmouth regional school district; provided further, that $25,000 shall be expended to Angkor Dance Troupe, Inc. in the city of Lowell for youth classes and programming; provided further, that not less than $200,000 shall be expended for the Recreation Worcester program in the city of Worcester; provided further, that not less than $50,000 shall be expended to LEAP for Education, Inc., to provide middle and high school students with academic enrichment and post-secondary and career readiness skills; provided further, that not less than $50,000 shall be expended to Enchanted Circle Theater in the city of Holyoke to provide training in arts integration across Western Massachusetts; provided further, that not less than $25,000 shall be expended to One Bead Project to fund technology equity and entrepreneurship programming for school age children in the city of Boston; provided further, that not less than $50,000 shall be expended for the adaptive music program at the Community Music School of Springfield, Inc. in the city of Springfield; provided further, that not less than $50,000 shall be expended to Bay Path University in the town of Longmeadow to support a college-readiness bootcamp to prepare young women for college; provided further, that not less than $200,000 shall be expended for the music program at Everett high school in the city of Everett; provided further, that not less than $25,000 shall be expended to Steps to Success, Inc. in the town of Brookline; provided further, that not less than $30,000 shall be expended for public schools in the town of Bourne to participate in an engineering and computer science curriculum and science, technology, engineering and math education professional development workshops operated by the Museum of Science in the city of Boston; provided further, that not less than $250,000 shall be expended to Operation A.B.L.E. of Greater Boston, Inc., to provide basic workforce and skills training, employment services and job re-entry support to older workers; provided further, that not less than $50,000 shall be expended for the Everett middle school after-school robotics program; provided further, that not less than $25,000 shall be expended to the Everett public schools for services provided to unaccompanied youth experiencing homelessness; provided further, that not less than $25,000 shall be expended for music programming at Chelsea high school; provided further, that not less than $25,000 shall be expended to Special Townies in the Charlestown section of the city of Boston for support and resources to families of children with special needs; provided further, that not less than $10,000 shall be expended to the Silver Lake regional school district to renovate the courtyard at Silver Lake regional middle school in the town of Kingston for the purposes of outdoor learning; provided further, that not less than $25,000 shall be expended for the Dennett elementary school in the town of Plympton to construct a developmentally-appropriate and fully accessible playground and to add a rubberized surface to increase the ease with which wheelchairs can move around the playground; provided further, that not less than $45,000 shall be expended for public schools in the town of Mashpee to participate in an engineering and computer science curriculum and science, technology, engineering and mathematics education professional development workshops operated by the Museum of Science in the city of Boston; provided further, that not less than $10,000 shall be expended to Parent Villages, Inc. in the city of Springfield to support the outreach center; provided further, that not less than $70,000 shall be expended to Beyond Soccer, Inc. for innovative health, athletic and leadership programming for low-income youth in the city of Lawrence; provided further, that not less than $20,000 shall be expended to the Lawrence Adult Learning Center in the city of Lawrence for English language learning services and associated programming; provided further, that not less than $15,000 shall be expended to Fortaleciendo la Familia Ministries, Inc. in the city of Lawrence for the Strengthening Families Program and to perform skills training for families to reduce risky behaviors, delinquency and drug and alcohol abuse and to improve social skills and school performance; provided further, that not less than $20,000 shall be expended to Asociacion Carnavalesca de Massachusetts, Inc. in the city of Lawrence, to highlight the colorful tradition of Caribbean culture in the Merrimack Valley and to provide at-risk youth with assistance programming and after school activities; provided further, that not less than $20,000 shall be expended to UTEC, Inc. to expand young adult programming and mentorship in the city of Lawrence; provided further, that not less than $35,000 shall be expended to the school department in the town of Dracut to support improvements to internet servers and technology replacement; provided further, that not less than $500,000 shall be expended to the SouthCoast Community Foundation, Inc., to administer a 1-time grant program to provide educational, health, wellness, housing security and safety resources to financially-disadvantaged youth in the city of New Bedford; provided further, that not more than $250,000 appropriated for the grant program in fiscal year 2021 shall not revert and shall be made available for the purposes of the program for fiscal year 2022; provided further, that not less than $200,000 shall be expended for the development and implementation of science, technology, engineering and mathematics educational and skills training opportunities for public school students and educators at the Marine Biological Laboratory in Woods Hole in the town of Falmouth; provided further, that not less than $500,000 shall be expended to the school system of the city of Taunton for the development of a curriculum-based Education Corps to address learning loss; provided further, that the Education Corps may utilize curriculum-based service learning as a component of the corps; provided further, that the school system of the city of Taunton shall utilize these funds for the supplemental education needs of students that may require summer school, tutoring services or both to address learning loss; provided further, that not less than $50,000 shall be expended to the New Democracy Coalition, Inc., to increase civic engagement and leadership opportunities for students in the Roxbury, Dorchester, Mattapan and Hyde Park sections of the city of Boston; provided further, that not less than $52,000 shall be expended to the Millis public schools for purchase of a transportation vehicle for special education programs; provided further, that not less than $50,000 shall be expended to advance diversity, equity and inclusion in the town of Needham; provided further, that not less than $5,000 shall be expended to Natick is United, Inc. for operating expenses and event planning to advance diversity, equity and inclusion in the town of Natick; provided further, that not less than $20,000 shall be expended to the Scituate C.O.R.S.E. Foundation, Corporation for special education support services; provided further, that not less than $40,000 shall be expended to South Shore SNAP, INC. in the town of Hingham to support operations and programming; provided further, that not less than $100,000 shall be expended to the Marshfield public school district for the purpose of designing and implementing a mental health education and awareness program for students; provided further, that not less than $25,000 shall be expended to The Black Men of Greater Springfield, Inc. for the implementation of its programming, including the W.E.B. DuBois Academy Saturday School; provided further, that not less than $130,000 shall be expended to Inspirational Ones, Inc. for expanding the staffing and programming at the Methuen Youth and Community Center, for rehabilitating the physical facility in which the center will be located and to implement a feasibility and engineering study for the future center; provided further, that not less than $20,000 shall be expended to Methuen high school for the Students Against Destructive Decisions program; provided further, that not less than $150,000 shall be expended to the Massachusetts Marine Trade Association, Inc. to increase workforce development training opportunities and technical education in secondary and post-secondary schools for careers in the marine trades; provided further, that notwithstanding any general or special law to the contrary, no funds shall be transferred from this item to any other item of appropriation; and provided further, that funds shall be expended fully and on a schedule consistent with the provisions of section 9B of chapter 29 of the General Laws
