provided, that not less than $50,000 shall be expended for the department of public health to provide technical assistance to health care providers on the implementation of the United States Preventive Services Task Force Perinatal Depression Preventive Intervention recommendations, program oversight to postpartum depression pilot programs, expertise on parental mental health, maternal morbidity, and maternal mortality to the department, and general education and support to community stakeholders; provided further, that said department may expend funds to produce a report, in consultation with other state agencies and hospital systems, to define a set of measures to track the annual perinatal mental health outcomes for all deliveries in the Commonwealth and to outline a process for the collection and reporting of said measures; provided further, that said measures shall include, but not be limited to, the rate of screening for postpartum depression, the identification of perinatal mental health diagnoses, and the incidence of postpartum psychosis;
