Section 40 Driver's License Non-Renewals 12

          Section 20H of said chapter 90, as so appearing, is hereby amended by striking out, in line 3, the words "Port Authority" and inserting in place thereof the following words:- Department of Transportation.

This section, together with related sections, eliminates the practice of imposing driver's license non-renewals and motor vehicle registration non-renewals for certain unpaid debts and provides for an alternative enforcement mechanism.
