For costs of any information technology or telecommunications product, service or equipment incurred by the executive office of technology services and security in delivering necessary information technology and telecommunications services and products to its customers, but not including any administrative costs; provided, that any unspent balance at the close of fiscal year 2027 shall remain in the Intragovernmental Service Fund and may be expended for the item in fiscal year 2028
