For the secretary of the commonwealth, which may expend not more than $500,000 in revenues collected from fees assessed upon communication technology service providers for administration and monitoring of the remote online notarization program under subsection (i) of
section 28 of chapter 222 of the General Laws; provided, that notwithstanding any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the secretary of the commonwealth may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system
