For the costs of operating and managing the MMARS accounting system for fiscal year 2027; provided, that any unspent balance at the close of fiscal year 2027 in an amount not to exceed 5 per cent of the amount authorized shall remain in the Intragovernmental Service Fund and is hereby re-authorized for expenditures for such item in fiscal year 2027
