For the operation of the department of public utilities; provided, that notwithstanding the second sentence of the first paragraph of section 18 of chapter 25 of the General Laws, the assessments levied for fiscal year 2027 under said first paragraph of said section 18 of said chapter 25 shall be made at a rate sufficient to produce the amount expended from this item and the associated fringe benefit costs for personnel paid from this item; and provided further, that notwithstanding the second sentence of the fourth paragraph of section 18 of said chapter 25, the assessments levied for fiscal year 2027 under said fourth paragraph of said section 18 of said chapter 25 shall be made at a rate sufficient to support the amount expended from item 2100-5694
