For reimbursements to public institutions of higher education for foster and adopted child fee waivers under
section 19 of chapter 15A of the General Laws; provided, that no funds shall be distributed by the department from this item prior to certification by the community colleges, state universities, or the University of Massachusetts of the actual amount of tuition and fees waived for foster and adopted children attending public institutions of higher education under said
section 19 of said chapter 15A that would otherwise have been retained by the campuses, according to procedures and regulations promulgated by the board of higher education; and provided further, that reimbursements to public institutions of higher education for fee waivers granted in prior two fiscal years may be expended from this item
