For a transfer to the Massachusetts Development Finance Agency established pursuant to
section 2 of chapter 23G of the General Laws for a small business technical assistance grant program to be administered by the agency's growth capital division; provided, that grants shall be disbursed to community development corporations certified under
chapter 40H of the General Laws, nonprofit community development financial institutions certified by the United States Department of the Treasury or nonprofit community-based organizations to provide technical assistance or training programs to businesses with 20 or fewer employees; and provided further, that priority shall be given to those organizations that focus on reaching underserved markets
