For the costs of contracted communication access services incurred by the commission for the deaf and hard of hearing to deliver necessary communication access services to commonwealth agencies, but not including any administrative costs; provided, that any unspent balance at the close of fiscal year 2026 shall remain in the Intragovernmental Service Fund and may be expended for the item in fiscal year 2027
