For student behavioral health services at state universities and community and municipally-owned colleges including, but not limited to, crisis services, therapy, the assessment of learning disorders, responses to sexual assault, substance use disorder services and assistance to students struggling with stress, anxiety or other mental health needs; provided, that funds from this item shall be administered by the department of higher education; and provided further, that appropriated funds may be expended for programs or activities during the summer months
